For a leading dairy producer, RVS Group managed the complete front-end phase of a new investment project, from the initial project scope through to a fully developed RFQ and URS package ready for market consultation, budget requests, and tendering.
Project overview
The client, a dairy producer, wanted to approach the market for a new investment project. In order to evaluate suppliers in a consistent and comparable way, a complete and well-defined specification package was required. Both the technical and commercial starting points needed to be clearly defined before suppliers could be approached.
The client was looking for an engineering partner to take on this entire front-end phase, allowing the internal organization to focus on its own operations.
Challenge
Developing a complete specification package for an investment project requires a structured approach. Missing or unclear specifications lead to additional costs, delays, and price quotes that are difficult to compare later in the process. The challenge, therefore, lay not only in gathering technical data, but above all in translating project objectives into concrete, usable documents.
In addition, the package had to meet the requirements of both the process industry and the client’s internal standards. Every document had to be technically accurate, complete, and directly applicable for external suppliers.
Our Approach
RvS Group worked closely with the client to define the project scope. Based on this scope, all necessary documents were prepared, translating the process-related and technical requirements into uniform specifications. This is a standard part of our approach within process engineering.
For the development of the P&ID diagrams and the 2D plot plan, RVS Group used AutoCAD Plant3D. This software enables accurate and consistent documentation of process schematics and piping routing. The choice of this tool ensures a high standard of technical documentation and aligns with common standards within the process industry.
In addition to the technical documents, RvS Group also prepared the User Requirement Specifications. These clearly describe the client’s functional and technical requirements, so that suppliers know exactly what conditions their proposal must meet.
Realization
The complete specification package was built step by step in close coordination with the client. The following documents were prepared and delivered:
- P&ID Diagrams
- Equipment and item lists
- A 2D plot plan, including piping routing
- A basic process description
- User Requirement Specifications (URS)
- Equipment datasheets
- Work descriptions for tie-ins, supports, and piping specifications
Each document was tailored to its specific use within the procurement process. The equipment datasheets provide suppliers with the technical requirements for each component. The work descriptions for tie-ins and supports ensure that the scope of work to be performed is clear to all parties involved. The basic process description establishes the process design as a shared reference point for all parties involved.
By delivering these documents as a cohesive package, the client has a consistent foundation for the entire procurement process.
Delivery
RvS Group delivered an integrated documentation package that was ready for immediate use. The package was fully aligned with the requirements for market consultation and tendering in the dairy industry. All documents were mutually consistent and structured in accordance with applicable standards within the process industry.
The client was able to use the package immediately to approach suppliers, without requiring any further adjustments.
Results
With the completed RFQ and URS package, the client now has a single, integrated documentation package that enables suppliers to respond to a price request in a consistent manner. This allows for a transparent comparison of proposals and ensures that substantive differences between suppliers become clearly visible.
With the technical and commercial starting points clearly established, risks are mitigated at an early stage. Ambiguity around scope, specifications, or technical requirements is prevented before the project moves into execution. This directly benefits budget control and project timelines.
The documented package also forms a solid foundation for subsequent engineering phases. When the project progresses to detail engineering or execution, the package provides a reliable starting point that does not need to be rebuilt from scratch.
